God wants to reconcile. His action is one of working to bring us into relationship with himself. Paul is sharing with his readers here under inspiration of the Holy Spirit how even though the rest of the world other then the Jews had no promise of reconciling with God, now through Jesus we do. All a part of Gods plan and it pleases him that we are to become one body in Him.
